Brief History

China Development Bank (CDB), founded in March 1994, is under the direct control of the State Council of China. It has 32 branches and four representative offices across the country as of 2004.

Over the past decades, CDB has issued an accumulated total of 1.6 trillion yuan in loans to more than 4,000 projects involving key fields of infrastructure, and the country's pillar industries. As of the end of 2004, the bank's credit assets amounted to RMB 1378.6 billion, with a current principal and interest recovery ratio of 99.77%, the indicator having maintained world-leading performance for 20 consecutive quarters; the bank's non-performing loan ration stood at 1.21%, down a year-on-year 0.13 percentage points; the coverage ratio of its risk reserves against non-performing loans hit 285%, and its capital adequacy ration reached 10.51%. Business overview

Besides the credit business, CDB is also engaged in the following businesses with regulatory approval:

A.  Managing state budgetary operations and utilizing construction funds and discount funds;

B.  Underwriting corporate bonds by credit clients;

C.  Issuing bonds overseas with state approval, borrowing through international commercial loans according to plans by the state;

D.  Handling on-lent loans by governments of foreign countries and international financial organizations;

E.  Handling interbank lending in local currency;

F.  Appraisal, consulting and guarantees on loans to construction projects;

G.  Foreign-currency loan business;

H.  Local and foreign currency corporate deposits and settlement business relating to loan projects;

Top management

Chen Yuan: Governor. Mr. Chen was born in January 1945 and graduated with a Master degree in Industrial Economics from the Graduate School of Chinese Academy of Social Sciences . Mr. Chen was appointed director-general of the Beijing Municipal Commerce and Trade Department in August 1982; and assumed the post of vice governor of the People' s Bank of China in March 1988; and then appointed secretary of CPC China Development Bank Committee and governor of CDB from March 1998 till now.

Yao Zhongmin : Vice Governor. Mr. Yao was Born in June 1952 and graduated with a Master degree in Investment Economics from Central South China University of Finance and Economics. Mr. Yao was appointed president of the Henan provincial branch of China Construction Bank in June 1992; and he assumed the post of vice governor of the Henan Provincial Government in April 1993; and then he was appointed vice governor of China Development Bank in January 1994.

Wang Yi: Vice Governor. Mr. Wang was born in April 1956 and graduated with a Doctor degree in Economics from Southwest China University of Finance and Economics. Mr. Wang was appointed vice director of the General Office of the Securities Committee of the State Council in September 1992; and he assumed the post of vice chairman of China Securities Regulatory Commission in October 1995; and then he served as vice governor of CDB from January 1999 till now.

Liu Kegu: Vice Governor. Mr. Liu was born in May 1947 and graduated with a Doctor degree in Finance from Northeast China University of Finance and Economics. Mr. Liu held the posts of vice director of the Department of Finance and Taxation System Reform and director of the Department of Taxation Policy of the Ministry of Finance between March 1990 and October 1996;and he held the posts of assistant to governor of Liaoning Provincial Government (later concurrently director-general of the provincial Department of Finance), Vice Governor of Liaoning Provincial Government (later concurrently Secretary of Enterprise Work Committee of the CPC Liaoning Provincial Committee), and chairman of Liaoning Provincial State Assets Administration and Supervision Committee between October 1996 and September 2002. From September 2002, Mr. Liu served as vice governor of CDB.

Gao Jian: Vice Governor. Mr. Gao was born in August 1949 and graduated with a Doctor degree in Finance from the Institute of Financial Sciences of the Ministry of Finance of China . Mr. Gao held the posts of vice director of the Department of Laws and Regulations, vice director of the Department of State Debt Administration, director of the Department of State Debt Administration and director of the Department of Laws and Regulations of the Ministry of Finance between September 1990 and October 1998 successively; and he assumed the post of chief economist, director of Treasury Department and concurrently chief representative of the Hong Kong Office of China Development Bank in October 1998. Mr. Gao was appointed assistant to governor and concurrently director of the Treasury Department and chief representative of the Hong Kong Office of China Development Bank in April 2001; from July 2003, Mr. Gao served as vice governor of CDB .
